i cant tell you how unacceptable the current system is. the largest alliances with the most time get the cities, just from doing the same thing over and over...
arguably any halfwit pug team has a chance to go in and claim the hall of heroes (whatever the actual chances of that happening may be), but it is in no way reasonable to expect any casual-playing alliance to claim a city; doing so requires dozens of dedicated players farming endlessly (or, just an amagalation of hundreds donating 5k here and there).

I paid to be able to have access to all missions, not to be left out in the cold.

This issue is not only a pain for the player, it is also a pain for the dev too. Just think about it, you spent so much time making those missions where only few of people ever get to see them.

I think that alliances that control the capitals should definitely be given something more than mere fireworks and 20% merchant discount. However, I do not think that the current Elite Missions system does that without creating a gap between people in those alliances and people outside of the alliances, even if it's only a matter of a cool looking weapon skin. Creating a private Fissure/Underworld is a bit too much. Not that top alliances are small and lack members, on the contrary they are huge.
I don't think the way things are set up is working atm, changes are needed to find balance.

At anyone who just posted against this petition ...
You should understand that accessing Elite Missions is not "Skill Based" nor any Competitive but "Number Based", Clearly any Alliance/Guild with the most players will have the favor to acess these missions, because dear Mr/Ms you have only 10k factions per side in an account! You can't go higher then that, you have to spent then make 5k again to actually donate .
Now what about ... uhmm "OMFG WTS: Access to Elite Mission start bidding at 10k"
I bought "factions" and payed my cents for every damn polygon and pixel within it, who has the right to deny me accessing it?
I can readily accept the HoH system despite that its pretty biased toward Fotm, or any way of "Do this to gain this" PvE style but sorry I can't accept this!
